Not true... 100 Rs/year for 60 years is no laughing matter here. Actually, it is much more than what their investment in AI will bring in over the next 60 years...
That said, this does seem like a fleecing in broad daylight, a true use of the word "scheme" if you will (this term is tossed about too loosely in India

Government funds over 50% of DIA development cost, pax generate over 25% of development costs. Private consortium invests <25% of cost.
Consortium makes $500 million/yr for 60 years, has rights to land for 60 years.
