"AC and NH cannot be used on this reward, only UA and US"

I've been trying to book GUM-NYC, NYC-SEA, SEA-GUM. 10 segments, flying AC on the outbound and NH on the return, all via the Pacific, less than 10000 miles each way.

Availability is there, the agents can find the segments, but it wont price out. During my many attempts I've been given the following explanations without receiving any detailed information about what in particular was wrong with my route:

1. "Stopover in Seattle is not permitted since it is not a hub." Agent agreed she had never heard of that, but claimed she just did what her supervisor told her.
2. "This routing is all over the place" (from an agent who first said there are no routing rules)
3. "This is essentially a round the world", which she eventually agreed it was not.

After being sent to the star alliance desk I was finally put in contact with a supervisor who said the she had looked in to the specific rules for my route and apparently if you are going between Guam and the mainland US you are only permitted to fly on UA and US on a saver award! For a standard reward my routing would be permitted though... I asked if this was a new rule since I've been able to use not only NH and AC, but also CA between the same city pairs in the past, but she couldn't tell.

Has anyone else heard of this kind of restriction?
