Weather Waiver question

Back to my PVR issue before, but different. So now PVR has a weather waiver, due to Hurricane Bud, and can change any flights for free between 5/25-5/28. I've called, and was told by a rep this can't happen, but it doesn't make sense why not. Instead of flying home early (supposed to be a 5/27 departure), but we want to miss the hurricane, we want to force a stopover in SFO or SAN. Original routing for 2 ppl was PVR-SFO (on AS) and SFO-DTW-HSV, however 2 people had to go PVR-SAN (on AS) and SAN-LAX-BNA. We want to force a stopover in the same city (IE all 4 stop in SFO or SAN for 2 days, then continue home). AA said that the 2 ppl with a stopover in SFO can lengthen that stopover, and the 2 ppl with a stopover in SAN can length that stopover, but they can't change. This makes no sense because they can now select any flight they want as long as the flight isn't sold out for free of charge.

So why would the agent tell me we could change all flights to whatever flight is available, but have to only stopover in the original PNR's connecting city?

Idea is I want all 4 people to fly PVR-SFO (on AS), stopover for 2 days, then continue to BNA/HSV respectively. I'm assuming this is possible but I had an ignorant agent? Advise?

EDIT: Also, on DL you can't marry together 2 PNR's into 1, can you on AA?

EDIT #2: Now I'm told that because 1 leg is a codeshare on AS metal, that they cannot change due to the weather waiver. Basically they can't do anything unless AS cancels that flight, so they have to ride out the hurricane. You have got to be kidding me?! Of course, push comes to shove I'll just book them on the flight and spend miles to get them home, but seriously, why can't they change the flight because of AS? Anyone seen this before?

EDIT #3: After talking with a supervisor for a little bit, she rebooked the flight on AA metal, and canceled the AS flight, even though the frontline rep said no can do. Kudos to the supervisor.
