It just means that if you want to standby you have to upgrade to a full fare ticket. Southwest is a bit unique in that they don't allow standby unless you have a full fare (Anytime/Business) class ticket.
Or, your flight is showing delayed. Usually by at least 15 minutes. Then you are allowed to standby to another flight without charge.
