So am I correct in understanding that if I have the top down I can put suitcases on the back seats and I will not get in trouble with the laws while driving?
I couldn't find anything that forbids putting luggage on the back seats. You could do that with a sedan as well and nobody would have a problem with that. The only concerns I can see is danger of theft if your car is unattended with the luggage in it (nicely presented), and some safety issues in the (even unlikely) case of an accident. So it would be a good idea to buckle up the cases.
