Perhaps if they didn't have $164M in failed AIT
Perhaps if they didn't have $30M in failed "puffers"
Perhaps if they didn't spend millions on a warehouse in Grapevine, TX
Perhaps if there weren't thousands standing around.

...maybe then they wouldn't have a shortfall and need fees.
