You have to read the fare rules. Just looking at the letter doesn't answer that question.

Assuming you are in on the $980 DEN-NRT deal the answer is no. There is a $250 change fee and it is not refundable.

It is a very good fare for being upgradable (though I, too, expect difficulty on the inaugural). That said, if you're looking for the cheapest USA-TYO market, I've seen a number of good fares out of LAX lately. Especially if you're willing to play the FD game. No upgrades, but very cheap.
