As a general rule, if there are seats available the airline will open up the lower fare buckets specifically to accommodate the SDC policy.

It isn't quite to the level of "any seats available" but more often than not, it does happen that way. I'm not sure what the exact cutoff is but it happens a lot.
For a good example look at LGA-IAH for the rest of this afternoon versus tomorrow. You should see today basically wide open while for tomorrow's flights there are still a bunch of buckets closed off. Those will open up through the day tomorrow, assuming the flights don't sell out.
