The flight load can be very dynamic though. If when you printed your boarding pass it was lightly loaded and had a boarding time closer to the departure time there was a cancel on the same route that required pax to be put onto your flight. Suddenly there's a need to board 20 minutes sooner (or whatever) and your boarding pass says "Boarding begins as x:xx PM".

There'd be more chaos by having a floating board time than if it were fixed and adjusted by the GA as needed.
