According to the T/Cs of the Citi card:
Eligible CitiŽ / AAdvantageŽ cardmembers may check one bag free of charge when traveling on American Airlines, American Eagle or the AmericanConnectionŽ carrier to select domestic destinations.
so presumably the answer is no, it won't count toward checked bag fees on int'l flights.
