1. For itineraries originating or terminating in the USA, IATA has no application. The DOT rule expressly overrides any other private organizations internal rules.

2. The rules of the originating segment apply to the entire itinerary. In this case, SQ must honor what UA did for OP on Segment #1.

3. This can work for or against a particular pax on a particular route. But, it is mose helpful on itineraries where there are segments with the old 44-pound limit in Y, where even a 6-pound overweight charge can be astronomical for someone with a single 50-pound bag.

4. This cause nightmares at some overseas stations. The best thing to do in that situation is to pay the fee with a USA-issued CC and ask for a refund after your itinerary is complete. Having a fight at some outstations can mean that you and/or your bags simply don't go. If the refund is declined, initiate a chargeback (within 60 days of the service).
