As to bags - I use a sandwich bag (11inch x11 inch) with a slider top which I bought (in a box of 12) for 99p from the local 99p store. never had a problem with them in the UK or USA
At 11" X 11", it's not compliant, but it doesn't surprise me that it passes, whereas if it were compliant and sturdy, it would attract all sorts of scrutiny.
