I'm sorry, but you don't seem to be familiar enouugh with other programs. There are promos that I read about
only on FlyerTalk for IHG (hundreds in that case!), Hilton (occasionally, especially miles promos), AA (they often fail to provide links to their promos in their main promos section online!), etc, etc.
So Carlson is not the only one. But it perhaps is worse than most (in that often
none of their promos are linked anywhere you'd expect to look); at least with others it's more of in "incomplete".
At any rate, that's why there's FlyerTalk!
