Well I just wrote an e-mail to AAA SoCal, and this was the response that I received:

Thank you for your email.
Your suggestions are important to us, as we continue our efforts
to provide our members with services that will meet and hopefully
exceed expectations.
While paperless statements may be something we offer in the future,
we have many insureds who have not come to rely on the computer
and are reliant on the postal service. To penalize them for this and allow
discounts to others would not be a way for us to show the same amount of
loyalty to our members as they have shown to us throughout the years.
Credit card payments are also something we are currently looking at,
one concern is that when making auto insurance payments, we assess
a finance charge. If our insureds are making monthly payments with
credit cards, then they are getting twice the amount of charges, which
again, is not a viable way to treat our members.
Again, these are options we are looking at and while we do not offer
them at this time, we may offer them in the future. Please, let us know
if there is anything else we may do for you.

My guess is that there are just too many SoCal AAA members still happy with the old fashioned way of writing checks and receiving their statements via snail mail that they see no reason to change their method. Unless of course, if more people start asking for it.
