While most of my recent flight haven't been substantially delayed, most of them have had one or more crew members arrive after the scheduled boarding time. Is there any system to penalize the crew who arrive late and hold up departure by a few minutes?

I imagine the first FA to arrive who goes on board as scheduled and does more than their share of prep-work can't be happy either.
