I was curious..do you think hotels assign rooms (better quality) based upon rate paid?

Example...My travel is for the government and therefore pay the government perdiem rate which is at times significantly lower then normal room cost. Do you think hotels save the "better" rooms for the full rate customers. By "better" I mean the newer renovated rooms and such.
