This does still happen, although not as predictably as it used to, probably due to the sheer volume of these services now.

Personally, I tend to use SkypeOut on my Skype app for conference calls on my mobile, assuming I'm somewhere with a decent wireless signal (particularly when the conference bridge has a US access number...)
