If you've previously held an account, then by definition you can never become a new customer in your current lifetime. But I think what you're really asking is when your customer record is deleted from the system, and Amex are best placed to answer that. Give em a ring. Or, if you're not concerned about damaging your credit profile, put in an application to see what happens.
