Another reason is that runways are typically busy and serve as the interface to bring planes from the air to the ground. So, if ppl were walking around, the plane would have to wait several minutes to get everyone buckled in, reducing useful utilization of the runway (an expensive asset).

Also, if you are walking around and fall you may injure someone else!
