Indeed. There's a lot of political factors surrounding projects completion and feasibility. A lot of speculation around big "contributors" to political campaigns supposedly are awaiting the moment the government opens direct awards to some of these contracts instead of RFP/Bidding due to lack of time.
In other words: They're milking the infrastructure build until the last minute so they can "stick it" to the government and make a lot of money (a little contribution to a few political campaigns and we're all good).
GRU is garbage... they need to build a brand new port of entry to really take care of demand.
