Appears to be in addition to the 1 you are given as a President's Club Member(? although not completely clear...)

The fine print:

"8 One-time Fairmont Gold Upgrade: To be eligible for this one- time bonus offer, you must apply by July 31, 2012 and be a first-time Fairmont Rewards cardmember. Further, at the time of fulfillment you must have attained Fairmont President’s Club Premier or Platinum status through acquiring the required number of stays/stay credits, and your account must be open and not in default. Please allow 4 to 6 weeks after account opening for delivery. The upgrade certificate entitles the holder to a complimentary upgrade from a deluxe room category to a Fairmont Gold room with single/double occupancy (2 adults).
