I don't think this prevents bmi from not providing service on this route:
<font face="Verdana, Arial, Helvetica, sans-serif" size="2">Under Licence No. 020110, British Midland is authorized to operate a scheduled international service on the route(s) set out in the Agreement between the Government of the United Kingdom of Great Britain and Northern Ireland and the Government of Canada on Air Services signed on June 22, 1988 (hereinafter the Agreement).</font>
So if they think they are selling enough seats on AC then they may eventually start their own services and we'll end up with a partnership like CP/BA.
