I suspect it depends, on a case by case basis, as to whether or not the airline has paid the money over to the agency concerned.

You might have to go to the Feds directly for the security fee, the airport authorities for the PFC's and the US Government for inspection fees.

On the other hand, AC might be able to refund them and claim credits on future remittances. Hard to know.
