Answering my own question, HR Sacramento still provides only the lower speed connection to Diamonds for free. Luckily we were there New Years Day, when occupancy was extremely low.

Note that HHonors program rules (and I think SPG's) explicitly require that their top tiers get the fastest available internet connection for free.
