A lot of savings in an airport environment can be made by managing ones overtime costs to backfill for absent workers. If an absence occurs and no backfill needed it can be like not hiring two people for the shift. It is something that is not done to perfection because the rest of the troops get real upset about "working short". The harping does go away, after awhile, when they see that you do add staff when really needed.
