Especially on take off, if they waited until they got to the end of the runway to make sure everyone had the seatbelt on, there would be a delay instead of the quick take off. On landing, all it takes is one sudden stop and you will want them on. It does not hurt to have it on, so dont think about it. Just go to sleep.
