It just depends on timing of the other flights arriving. If several of the flights from Asia and the Middle East arrive before you, it can be especially painful. Last month my JFK flight came in at 605a vice 705a and it took me 20 minutes on a Wednesday morning. I've come in closer to 7a before and it took an hour.
