25k used to be a lot back 20 years ago when people traveled a lot less. They simply haven't changed the mileage requirements, but just added new tiers (changhing them would probably cause far more complaints than reducing elite benefits).
And think of it this way - United still values you more than if they changed the limit for silver to 35k or 50k or whatever, as you wouldn't be elite at all if they did that.
