The availability you were seeing was probably a "Super Elite Priority Award", not Classic Award inventory (if that was available, you could book the flight for whoever you wanted to).

The "carrier admin. fee" is the same as the fuel surcharge which AE/AC keep; and yes many, many FFs are unhappy about it.
