The real story here is that he was able to use GoGo for a VoIP call. I can barely get it to load an email most times.
While I personally approve of the ban on calling during flight, I do so because of the close quarters and no desire to listen to someone's conversation as a captive audience with no where to go. Having said that nothing he did from a technical perspective was a safety violation, he simply broke the GogGo T & C's.
I detest how FAs always fall back to making stuff up and blaming the FAA to support their own power trips. Calling the cops was way over the top as he makes it clear he was not rude, he simply pointed out that there is no such FAA rule. How dare he point out the facts to the FA!
Basically they called the cops to enforce the T & Cs of the GoGo's service. Wow. It's the FAs that are the real tools in this story.
