It's not rule breaking. People do it everyday, leaving air side for various reasons - cannot travel, or forgotten something at the hotel, didn't claim tax refunds(not Japan), .. etc. It's not the normal flow of traffic for sure.

You tell the security or whoever of your intention. You go through a passage/stair/elevator to the arrival level and go through immigration. I have done it at various airports.
