Since it's a layover, I'm assuming CPYVR is getting off one plane and eventually onto another. Lounge access won't be a problem in that case.
When I stored my carry-on at the NH lounge, the lounge attendant escorted me back to the security checkpoint, and I was let through so I could access immigration.
But yes, the other option would be to just go through immigration when you get off the plane and leave the carry-ons at the paid storage place. In my case, I wanted to go to the lounge to take a shower anyway so I just left the carry-on there.
