In my mind one factor, out of many, would be if the activity on screen could be seen in "real life". People (same or opposite sex) often kiss in public, and that's legal in most places.
Graphic violence is something that will hopefully not be seen in public.
I'm not saying that I wouldn't watch a film with graphic violence on an aircraft, just that an activity's legality in public would factor into the decision.
