Yes; both concourses will continue to be used. All pax terminating in ATL, regardless of arrival concourse, E or F, will use F to clear CBP inspection. I believe that connecting pax will clear CBP in their arrival concourse, so the E CBP facility will continue to be used for some arrivals.
