I encountered no Canadians in Kiev or Odessa when I was in Ukraine, and the Canadians I encountered in Budapest were backpackers who fly over on the cheapest fare possible, willing to make all kinds of cxns if it lowered the price.
You'd be surprised - there are lots of "high-end" overpriced tours of Eastern/Central Europe as well aimed mostly at the blue hair market. Of course you wont be running into those Canadians anywhere, because its off the coach, photo, back on coach, off to western chain hotel, dinner in the hotel, back on coach, transfer to airport.
