No, the airline and airport are "linked"; generally DL and AA are the two airlines, but not all airports (or terminals) are valid for PreCheck. Example: DL at LGA is OK, but not AA (yet).
Even if you have been registered with an airline, and the airport you fly out of has been set up for precheck, you still might not get to use the special line--it seems to be a "random" process.
