I think it's a bit ridiculous to say that people should be able to "enjoy the sound of the ocean waves" and then say that people shouldn't be able to enjoy a cigar on the balcony. I agree with respecting non-smokers in public enclosed spaces for health reasons but if you don't want to smell any smoke on the balcony you should book a 100% non-smoking hotel with no balconies.
