OP - Bummer that happened to you. Like most everyone else stated, it's extremely difficult to pinpoint the source of a smoker. The only real option is to knock on every door in the area to ask if they're smoking, but then we'd be seeing FT topics like "Hotel management accuses me of being a drug dealer."
It stinks that as the complainant you'd be the one required to move, but you have to weigh your pros and cons.

You said that if it was just you by yourself, it wouldn't be a big deal, but you were concerned about your toddler's well-being. I doubt your toddler would have cared about a downgrade.
