Visa on arrival was discontinued. So you will need to get one in advance, either from your nearest embassy/consulate or you can get one in Bangkok apparently.

Although I just read in the crazy RGN mistake fare thread that visa on arrival will be reinstated from June but ONLY for ASEAN citizens.
