1) No, they wont tag them to another airline.
2) Depends on your passport, you might be able to get a 48 hour transit visa on arrival
3) You mean that they check your bag in IBR and someone personally gives it to you when you deplane in PVG? Wouldn't that be nice.

4) Please be aware how far IBR is from Tokyo (~85km)
