Basically when they say that 1Ks are upgraded 96 hours in advance, what that really means is that the upgrade will happen (if space is available) somewhere between 72 and 96 hours in advance, depending upon when the daily sweep runs. Normally it runs between midnight and 2am, although sometimes they just skip it for a day.

This all sounds silly enough that it might actually be true!
