Fairmont Pacific Rim, hands down. IMO it´s by far the best hotel in the city and easily one of the best city center Fairmont hotels.

I´d recommend any of the following rooms:
- Signature Harbour Mountain View room (some also have a private balcony with excellent views of the harbour, but you´d need to specifically request the balcony)
- Fairmont Gold room/suite: only some of the Gold rooms/suites have a view of the harbour, however the lounge on the 21st floor has a large private patio with fantastic views
Depending on your dates a Harbour view suite may be also be within your price range.
