I think the operating definition is anything less than a true buy-up to the lowest fare that legitimately gets you into a premium cabin. Still, when the buy-ups meet or exceed what UA was routinely offering pre-3/3, I fail to see the issue. Now $69 DEN-BWI...that is probably a horse of a different color.
