Well I doubt they pay for it in India.. It's probably just the airline staff that wants to earn some brownie points for the airline.
I work with a bunch of celebs and travel with them quite often and there is usually a CIP tag on the ticket + baggage is tagged MAAS so there's always a porter around to help on arrival.
