I don't believe row 1 CE will ever have moveable armrests as the tray table is held within the armrests. For other rows, it depends on whether the aircraft is fitted with the newer spacesaver seats or not.

If these seats are fitted, I think the arms can be raised between the seats on rows behind row 1. The older (more comfortable IMO) seats have fixed armrests with a tiny drinks table at the end of each one. I don't know what the proportions of aircraft of each type that have these fitted are I am afraid.
