Is it higher class = higher surcharge so higher surcharge = higher class = get on and off first?

If not then I am as lost as apparently some others. If both same class just one is costing more due to some split between "domestic" and "international" then it appears rough but sometimes life isn't fair...or isn't that politically correct statement anymore?
