It's not so hard. Read it slow and you might know the rules better than some CS.


"Only the airlines listed in this SECTION[listed in first post] may be used on an award itinerary. This list is significantly shorter than the list of airlines that may be used on an American Airlines all-partner award. (The following airlines may not be used for a oneworld award but may be used for an all-partner award: Etihad Airways (EY), Air Pacific (FJ), Air Tahiti Nui (TN), Alaska Airlines (AS) / Horizon Air (QX), Air Berlin (AB) / NIKI (HG), EL AL (LY), GOL (G3), Gulf Air (GF), Hawaiian Airlines (HA), Jet Airways (9W), Cape Air (9K), and Kingfisher Airlines (IT). An award on GOL must be ticketed before 13 August 2012.)"
I think that the quoted language dates back to before AB officially entered the oneworld alliance. Now that it is in, one should be able to include AB on an Explorer award, as well as on a conventional Partner award.
