I am going toward the end of May and I planned the following:

San Juan for 2-3 days to check out everything and do some surfing which I heard was good.
1-2 days in Fajardo for snorkeling and a yacht party.

I'm not over 21 yet so I couldn't rent a car. If I had a car, I'd definitely add more to the list.
