We've always (even on the £20.12 rates) had upgrade to club access at CP City, once with a corner deluxe room (which was better than any of the club rooms we've been upgraded to, in terms of size/spaciousness) Whatever the mobile site had said before arriving at the hotel, a friendly chat with whoever is checking you in seems to be key, and I don't mean just a "please can I have club access" - I mean being genuinely friendly - asking how they are doing, that you always love staying at the hotel, enjoyed the last time you were there - however the conversation flows. If there's a problem/delay with the check-in process/room availability, being understanding and patient also goes a long way. I would def recommend City!
