I understand where she's coming from: the Italians
love to stamp things! Several years ago my religious community was seeking permits to extend the wall around our general headquarters in Rome. No fewer than 13 stamps from different agencies were required before construction could begin.
I also understand about U.S. passports getting "waved through" at FCO.
